With its 40 000 employees present in 40 countries, the Group also enables its customers to create value over the entire lifecycle of their assets and services, and to drive their ecological transition, together with their end-users. What you will be doingMain information about the project: The Tashkent Water Transformation Plan is a flagship seven-year, €142 million project launched in August 2023 by SUEZ with Uzsuvtaminot – the national water company of Uzbekistan, the Municipality of Tashkent, and the Ministry of Construction, Housing, and Communal Services. The project aims to modernize water supply and wastewater services across Tashkent to meet international standards, while strengthening the performance of Toshkent Shahar Suv Taminoti (TSST), the city’s water company.By introducing advanced technologies and digital solutions, the project seeks to reduce water losses, improve water quality, enhance customer service, and increase operational efficiency, helping create a more reliable and sustainable water system for Tashkent’s residents.Position Summary:The Technical Director ensures management and coordination between all the technical Departments (Asset Management, SCADA & Digital Management, Revenue Management & Customer Services and Performance), to achieve the contractual Key Performance Indicators.This coordination consists in ensuring the solutions and the schedules of delivery of each technical department are fully compatibleResponsibilities & DutiesEstablish and implement the Asset Management Program of Tashkent water company including Geographical Information System (GIS), Asset Inventory, Renewal Plans, Work Force Management, Preventive Maintenance. Provide support Tashkent water company to use these tools and methodologies. Ensure that the asset register is reliable and available for Tashkent water company.Develop and implement a SCADA for Tashkent water company and an Operational Control Center. Ensure that the specialists of Tashkent water company will use and maintain this tool.Develop and implement monitoring systems for the water network and for the pumping stations. Help the specialists of Tashkent water company to use these tools to detect anomalies in the water network and to detect energy abnormal consumption in the pumping stations (water & sewer). Train the specialists of water company to analyze daily data to manage properly a water network and to optimize the energy consumption.Develop tools, reports, dashboards, methodologies to improve the services of Revenue Management and Customer Services of Tashkent water company. Calculate and improve the debt collection ratio to reach the contractual target. Support Smart Metering team in the installation of the smart meters to all domestic customers. Update the customer database of Tashkent water company (domestic customers). Identify potential revenue for the water company.Develop and implement tools, provide equipment and methodologies to improve the performance of the Drinking Water Treatment Plants (DWTP), water network, sewer network, Wastewater Treatment Plants (WWTP) and pumping stations. Help Tashkent water company reducing the energy consumption and improving the level of services to the consumers (pressure, flow, water quality). Implement a permanent monitoring of the water quality in the DWTP, WWTP and in the water network. Perform a pipe condition assessment of water and the sewer pipes.Define and implement an action plan to reduce the Non-Revenue Water of the water network of Tashkent water company according to the contractual target. Calculate the NRW baseline.Follow and respect the budget of the Department.Validate the new proposals of the Baseline Report and monitor the progress of delivery of the technical program. Ensure consistency in the schedule of deliveryWork closely with Tashkent water company and all the internal and external shareholders of Tashkent city.Define training for the TeamEnsure respect of the Health & Safety rules.Who we are looking forQualifications:Master’s degree in environmental engineering, Mechanical Engineering, Hydraulic Engineering, Civil Engineering or equivalent.Twenty (20) years engineering experience in operations of water/wastewater/water resources projects including water treatment, networks performance, customer services, asset management and monitoring systems.Knowledge of occupational hazards and Health and Safety regulations.Special Skills/Abilities needed:Strong leadership skills and ability to perform a broad range of supervisory responsibilities over others.Disciplined, enthusiastic, dynamic.Decision-making skillsStrong data analysis and problems solving skills.Ability to apply principles of sound management and budget.
